What is the Lifeline Program?
The Lifeline program offers income qualified customers an exemption from the monthly Customer Service Charge, the Utility User's Tax, and a 45% reduced rate on Electric Service.
Determine if You Qualify for the Lifeline Program
BWP customers must meet either of the two conditions below in order to qualify for the Lifeline program.


Incomplete applications will not be processed. Applications will only be processed once all required information and documentation have been received. Please read and follow the steps in the application, you must submit all required documentation before we accept the application for processing. Missing documents, outdated proof of income eligibility and inaccurate information will result in disqualification.

Applying for the Lifeline Program
If you meet the conditions above, download and complete the Lifeline application and submit it to BWP for review. Applications must be submitted with copies of the required documentation for ALL household members.
Qualified Lifeline customers must recertify every two years to remain active in the program. Recertification requires all documentation to be submitted with a new application.

Don't Qualify for the Lifeline Program?
The BUSS Program offers an ongoing 14% discount on electric service to income-qualified residents. Most participants will have an average savings of $100-200 per year on their electric bills.
